¿Racismo en el siglo XXI?: Política indigenista en Catamarca, Argentina

dc.descriptionEn este estudio se sostiene que, aún en el Siglo XXI, hay políticas estatales que tienen contenido racista-darwinista. Entre las investigaciones que analizan las políticas indigenistas no se encuentran trabajos que aborden el caso de Catamarca, provincia del noroeste argentino. Este artículo es un primer acercamiento a ese campo. Entre los hallazgos se detecta que en la política estatal catamarqueña los indígenas son concebidos como sujetos del pasado hasta el año 2000, es decir, varios años después de que se reconozca la preexistencia étnica a nivel nacional en la Reforma de la Constitución de 1994. Además, se estudia la inauguración de la estatua del colonizador Jerónimo Luis de Cabrera Garay (1586-1662), en la que la gobernadora pisó una vasija con reminiscencias diaguitas, en septiembre de 2019. Se sostiene como hipótesis que este acto en particular tiene contenido darwinista-racista. Para el marco teórico se realizó una crítica al indigenismo y al multiculturalismo neoliberal. Para la metodología se implementó el análisis documental de leyes provinciales de Catamarca entre los años 1983 y 2019 y se realizaron entrevistas en profundidad a funcionarios públicos que tuvieron un rol preponderante en la política indígena catamarqueña.
dc.descriptionThis study argues that, even in the 21st century, there are state policies that have racist-Darwinist content. Among the research that analyzes the indigenist policies in Argentina, there are not scientifi c research that analyse the case of Catamarca, a northwestern province of Argentina. This article is a fi rst approach to that fi eld. It is noted that in the State policy of Catamarca the indigenous are conceived as subjects of the past until the year 2000, that is, several years after the recognition of the ethnic pre-existence at the national level in the Reform of the Constitution of 1994. In addition, we study the inauguration of the colonizer Jerónimo Luis de Cabrera Garay’s (1586-1662) statue, in wich the governor stepped on a vase reminiscent of diaguitas, in September 2019. It is hypothesized that this particular act has Darwinist-racist content. For the theoretical framework, a critique of indigenism and neoliberal multiculturalism was made. For the methodology, the documentary analysis of provincial laws of Catamarca was implemented between the years 1983 and 2019 and in-depth interviews were carried out to public oficials who had a preponderant role in the indigenous politics of Catamarca.
